Byte isn't talking about recompressing... you can download the streams off YT with something like youtube-dl and then post them to Derpi without recompressing, as long as it's the webm/opus streams and it's under 100MiB
So for that video you could download the 720p without recompressing... 1080p you'd have to recompress, though
Just make sure you download the audio stream as well.. and if you have ffmpeg in the same folder then if you download both the video and audio stream (-f 247+251) it'll automatically put them together for you
So, put youtube-dl and ffmpeg in the same folder.. (I'm assuming Windows) open the command prompt, drag youtube-dl into it press space then paste the youtube link then press space and then in this case -f 247+251
To see the streams just do -F (cap sensitive)
