Depends on your interpretation. The way they reasoned is a little complex. But it stems from their reasoning about Undertale, in that each save file that exists is its own separate universe, and Monika deleted up to 52 of them, she’s multi-universal in that sense. The fact that she has no powers in the real world doesn’t matter because then all of fiction then would have no powers anyway. In-universe, she’s multi-universal for her feat of destroying all the save files, and has infinite speed because she is capable of speech (this moving) despite time not existing anymore, which they take her statement at face value. According to them, at least. This also means that
Act IV Sayori is on her level, but Monika is easily more powerful than her due to what happened.
It’s tricky when utilizing 4th-wall aware characters, especially when you have a character like Monika who approaches the 5th wall also.
Considering what Monika means to me, I try not to really go in too deep into that sort of evaluation, although I have my own opinion on it.
