Because she’s a semi spoiler, for the Summer Rose Court, the creators tried pretty hard to hide her from people, even pulling a super fast one on folks by not revealing Ren and Nora count as one romance so people wouldn’t guess who the 7th one was,

And possibly a Semblance. You don’t NEED one, of course, but superpowers are cool.
 
Even characters who started without, like Jaune or Deku, both got one.
 
Yes, I know Deku isn’t in RWBY, but Semblances are a lot like Quirks: a single superpower, often unique to that person, that is developed and grows stronger and more versatile with training.
 
Come to think of it, Devil Fruit Powers are a lot like Sembalncess and Quirks too.
