I have in face seen them. You just need to go to the right places or live in town.
 
I was the next town over at the park downtown there and there were folk ambling about with their cellphones out, scanning the area like radar. Before that I was in my town’s downtown to return stuff to the library and walked behind or saw additional people playing it.
 
There’s also a guy I work with who plays it and he was catching Pidgeys and Ratata in receiving one night at the end of our shift that morning.

Why are there so many versions of this map? At this point I’m surprised there’s not a tropical version. I’m tempted to headcanon this as the standard Combine city layout.
 
EDIT: This should be expanded, have the cruel pony joke removed, and turned into a RP map.
