Because not wanting to see animated images is kindasorta the point of spoilering/hiding the animated tag? Some people are on mobile or slow connections, some have metered bandwidth, and some have neurological conditions that reduce them to drooling catatonia with incompatible visual input; they’re all pretty good reasons to not have an animated image be the site’s default placeholder for a blocked animated image.
