The Horus Heresy is a good set of books to start with if you want an idea on how the Warhammer 40k universe came to be the an even shitty hellhole than it was in the recent millenium.
 
If you want something more recent in the 40k timeline, I suppose the Eisenhorn trilogy is a good starting point too.

If you want to read Imperial Guard stuff, the Gaunt’s Ghost series by Dan Abnett is definitely the top of the list.
 
To get into the universe at large, play all the Dawn of War games, Soulstorm too but only with the Ultimate Apocalypse mod, and read through as many Codexes (Codecies?) as you can

the best lore-setting book for the Imperium is Horus Heresy.
 
the best mood-setting volumes are Dawn of War, Dawn of War II and Space Marine video games.  
Dawn of War II comes recommended highest from me.
 
The various rulebook Codex for the Tau, Eldar, Orks, Tyranids, Space Marines, you-name-faction also give a significant amount of lore. But you don’t pay for that, you pay for the rulebook.

Depends what part of the game you want to get in to.  
I personally play the tabletop game. If that’s what you want to try out, then the core rulebook is going to be the place to start.
 
If it’s the background, then I could suggest getting hold of the first Horus Heresy book from Black Library. This is set long before 40k, but explains why everything is the way it is.

honestly, I’d go with some of the games instead of books. Almost The entire Dawn Of War series are excellent RTS games that really give you a good sense for the feel and lore of the 40k verse
 
except Soulstorm, that one you shouldn’t play.

Priorities
Ugh, 40K looks radical and I really want to get into it. Does anybody know of the right books to read to learn about it? I checked amazon, of course, but most have some inconsistent ratings.
