I feel like Scootaloo’s inability to fly strengthens her character. She was originally bothered by this fact (Flight to the Finish) but with the help from her friends, she was able to look past it and carry on with her life. Gabby not getting a real cutie mark, instead getting a replacement makes me hope that Scoots will find a different way to fly, hence not using her wings.
 
Damn, I actually teared up a bit when she said that.

Except the show makes no mention on how griffon biology would or could impact Cutie Marks. Until you’re told “no,” any and every possibility is open for debate.  
For that matter, the show has never explained how the hell Cutie Marks work on a physical level. It’s Magic! That’s all we’ve got.

well, the problem is that she’s a griffin and not a pony and therefore lacks the magical biological requirements to grow an epiphany tattoo on her leg.  
so, deal with it. life ain’t fair.
