Butt wing is a rather apt description… >w<
I checked a couple other screencaps and you seem to be correct, there are indeed a few other “Changedlings” similar to the blue one shown in this image that A) are not shown flying, B) have an odd notch in their carapace, and C) seem to lack the feature you refer to as a “butt wing.”
Theoretically, but all the ones who are missing the buttwing are also 1. not flying 2. have a weird notch in their shell, and 3. looking close at the shell it doesn’t seem visibly divided into two liftable sections like every other ling’s (Easiest to see on the page image)
I’m sure they’re on their way. Never underestimate Hasbro’s vision for profits to be had.
To be honest, I wouldn’t mind even a custom-made toy of these guys.

Not yet, I don’t think.
As we no doubt see with the flying changeling creatures here.
Actually, I believe their wings are folded up safely underneath their carapace/ shell-like outer wings, just as with all real-life beetles.
And some of them don’t seem to have the buttwing, if not missing wings entirely. They basically can have any combination of traits.

Interesting… perhaps she is meant to be based on a different sort of beetle, given the different wing case design.

Given that apparently Matilda made friends with one and it was not in the hive and that apparently making friends with them makes them no longer need to feed I’d have to say the bug like nature prevented most ponies from attempting a friendship.
I’m pretty sure it was the fact they were love-sucking parasitic bug things.
Their whole thing was akin to vampirism, where they sustain themselves off the life-force of others. I doubt them looking their color or bug-like appearance meant much.
They may have just forgotten to draw her (assuming the ones without neck gems are female) tail.
But the smooze has already been defeated.
Yeah I think it’s pretty obvious that they are meant to be the G4 version of Flutter Ponies.
They’ve given us things that kind of look like them, conceptually.
