I get that they are surprised by person doing photo but they are wearing them in public place then being embarrassed is kinda odd. Its like someone wearing this was on the beach and was not comfortable with all people looking at him/her.
Maybe its just me but I think when someone is wearing that in public it means he/she is ok with that, even more -
want to be watched or just to show off body.

A swimsuit is still very revealing and is only worn at certain occasions. They’re not going to wear it out on the street. – Someone is also taking a photo of them, which the person might keep for themselves.
Trust me, i know by experience that the natural reflex is to cover even if you have swimsuit n nU. Some experience in my school days with another girls, and a stupid teacher….no cameras were involved but STILL it was embarassing.
