My head canon is that some ponies have a nudity taboo due to beliefs or just a phobia. I notice that certain ponies always wear clothes. Anyway, Starlight wouldn’t make the ‘We’re always naked’ joke if she was aware of his belief/phobia.

Personally, I think Equestria functions like this:
 
Ya know how in the real world there’s the nudist culture? People who live and enjoy being nude. People in these cultures are few and certainly make up a small fragment of the world’s population.
 
Now, picture the nudist culture and FLIP IT UPSIDE DOWN so that its a “Clothist” culture in Equestria like nudists they are small percent of the pop but they do exist and they enjoy wearing clothes.

And/or additionally, bringing over the original description from the source if the image has one. I really expected a joke about Sunburst’s misplaced modesty when I saw this scene. It was all set up and everything! What a waste.
