I always figured that Twilight was much younger then that. Though Applejack says that she was just a little younger then Applebloom when she got her cutie mark and I figured that the cmc were about 8-10ish then and they're about 13ish when they got there marks so I guess that works out.
 
Though Spike is a dragon and from what we've seen they grow physically and mentally at a different rate to ponies. Spike its about on the same mental age as ember despite her being very differnet.
