“Funny” can be a subjective thing. For me, most of his jokes didn’t really land and he just kinda came off as a buffoon. I also didn’t really find him menacing, but that one’s because, like you said, Tempest basically did everything and all that was left for him to do was bark orders, so he never had a chance to show why he should be feared.

Yeah, I suppose you’re right. The comics used the Storm King pretty well – if just a bit more of his personality had carried over into the movie, it would have helped make him stand out more.
 
The movie did seem like it was trying to do too much in too little time, honestly – I feel the biggest issue a lot of its characters had was that they weren’t given enough time to be fleshed out properly. The Storm King and the pirates seem to have especially suffered in this manner.

Or they could have just given him more screentime to flesh him out. Honestly, he had everything needed to make a great villain. His personality was far more funny and dynamic than Tirek, Nightmare Moon or the Pony of Shadows (who seemed to be made entirely of villain cliches), his design and mannerism made him both goofy and intimidating, and the prequel comic proved that he could be written into one of the best bad guys out there. The only problem was that the movie focused so much on Tempest that he almost felt like an afterthought, which I felt was big waste of potential.
 
I don’t think changing his design to a lightning wolf would make him any better if he still wouldn’t be given any screentime to do stuff in.

Hmm. This is one of those situations where I find the concept art genuinely more intriguing than the final, polished version – the canon Storm King kind of fell flat as a villain. A less generic villainous characterization might have helped to make him more interesting.
