Considering the long thin point of actual high heels, it wasn’t designed specifically for toes either way.
If anything, it makes more sense to wear them without toes to get squeezed; it’s like putting a pope hat on a rabbit.

This scene was a very weird mix of horses doing human things for no real reason – leaving the issue with heels on all four hooves aside, why would a horse need boots with toes? – and acting like actual horses.
