The question isn’t wether or not you can do it. The question is how well you can do it.
 
Putting Rainbow Dash into an image isn’t hard; anyone with Mspaint can do it, just grab a vector and pop it in. The thing is getting the image to “fit” together. In this case, the editor had to take care in masking out the part of RD that is behind the boy. Too much masking and RD covers the boy. Too little and there’s a telltale outline around the boy. Now days doing this is much easier thanks to tools like smart select tool. Also, the editor added a shadow; again, nice touch and good detail but not that hard to do for a professional.
 
I guess the real question is wether or not it should be done and what is the piece trying to say? Is the editor trying to just edit RD into a holocaust image, or is the artist trying to say something, such as how this event destroyed innocence and, dare I say it, “awesomeness” of these people?
 
Also the sepia in RD looks a smidgen too red in my opinion.
