Imagine if this happened every time Rarity needs a new mannequin: another human gets teleported in her boutique and changed body and mind into a new copy of her, while the previous Rarity gets encased in the desired dress form, forever remaining in stasis, dead to the world. Now her boutique is full of former humans whose only semblance of freedom reside in their thoughts, at least when those aren’t looping back to a common recurring one: “This is the. Worst. Possible! THING!”

Based on the description in the source, this is a sequence of events. Transformation, followed by the encasement.  
Its far more interesting as the original rarity being the equinequine, with the human replacing her.
