Or, he is calling her Pretty Twilight, thereby making Twilight Sparkle, Ugly Twilight.
He’s not saying she’s pretty. Notice how there’s no comma. If there was a comma, he’d be telling Twilight that Starlight is pretty. But, there isn’t a comma, so he’s saying that Starlight is quite similar to Twilight.
And he’s correct, she is.
