Considering that he had a role in creating it, yes it does. But bringing back to Malfunziona from The Great Alicorn Hunt and how his powers work, if he or any Draconequus tries to go against the grain of their power to do its opposite: they will end up harming themselves in the process. Since the Everfree Forest and everything within it was created by Discord, it is an extension of his will and influence. If he tries to remove one aspect of it in any fashion whatsoever; (say, destroying the Killing Joke), than it would be seen as him trying to create Order, which goes against the inherent nature of his Chaos Magic.

I don’t think they properly explained that last bit in the show’s case sadly.  
Don’t think it would stop him from taking someone out with a literal snap of his fingers if he could. Pretty much the whole “he must use it for chaos” bit can be bended so much he would be able to do that.  
They really should have explained more on the limits of his Chaos magic more(especially in the show).

Well, it’s right and actually there can be ways to defeat him without magic, the speed, because it’s impossible for a reality warper (not just Discord, for every reality warper of all the fiction) think so fast to think a creative way to defeat someone, Discord needs to think like any normal creature to make his tricks, so, you need to think so fast to defeat him or make him so busy to think slower and then you can defeat him without magic, only you need some magic to put him in a jail.
 
I just said the other draconequus thing because that would be the most obvious way to put Discord in troubles because think in more complex but effective ways to defeat Discord without magic is something a S8-S9 writer can’t think.
 
And about how to limit chaos magic, it’s easy, the chaos magic works if you want to make chaos, if you want to put everything in order it’s impossible for him because is trying to make the opposite thing. Just a simple commentary from the CMC in MLP #24 gives you the simple answer to limit his powers.

Honestly they should have probably nerfed Discord if they were gonna put him on the side of the good guys.

You’re thinking of Poison Joke, a close near non-lethal cousin that is in the show that is stationary. Killing Joke is a near-mobile variant of Poison Joke that actively seeks out its victims within the Everfree Forest and when they are afflicted with Killing Joke, the “jokes” that happen are much more deadly, with it having a psychic link to the victim and taking something that they once said in a group or in isolation that in some context would have been considered as funny at the time. The scary thing about this is that the transformations are more gruesome and painful with a higher rate of mortality in its victims than with Poison Joke, along with the fact that it can even take something inocuous that was said even YEARS ago and perform it on you, as was shown with the case of poor Fluttershy:

All somebody needs to defeat Discord would be Killing Joke to affect him and whenever he tries to use his Magic, it causes somepony close to him to suffer for his actions by being turned into a stone statue with no way to reverse the process through Magical means since he once said: “I don’t turn ponies into stone.”
 
Despite the deadly nature of Killing Joke, the effects can be mitigated if the one who is cursed can make the joke no longer funny for the Plant such as using the effects to their own advantage. Be warned however the curse is still active until cured and the moment the joke becomes, “funny” again the effects will return in full force. The only way to cure a victim of Killing Joke is to use Phantasmal Flower, a plant located deep in the Everfree that is a direct competitor to Killing Joke.

I rather they just say his chaos magic gets messed up if its in the presence of incredible darkness due to how “unstable” chaos magic is.  
Or just say powerful beings can “resist” his reality-warping and can even mess up whatever reality-warping he done by just being there. Like if someone is powerful enough.  
At least enough so he can’t potentially auto-win by just literally snapping his fingers.
 
Having another reality-warper to counter a reality-warper is going to just set the bar of villains way too high with the only villains whos threats can’t get messed up Discord is by being another reality-warper.

The problem aren’t the draconequus, the problem is that the only reality warper creature is a “good” creature, so if you put more draconequus, Discord leaves to be an OP character because there are characters that can defeat him, like Cosmos.
 
But if you want different type of magic to defeat Discord… you need to be so meta to defeat someone who can control reality, like a creature that can “escape” from reality ala Gwenpool or someone who can reverse the actions like Golden Experience Requiem.

We could create somehing from his magic that can be twisted against his own self due to the inherent Chaotic nature of it. Something that goes against the grain of his Magic that if he tries to use his Magic to undo it: the end result would be physically painful to him, a feat that was explored in detail in The Great Alicorn Hunt with his Lesser Draconequus cousin Malfunziona: whose Magic involves making technology break down and was imprisoned within a sealed container that had an already broken latch.

I prefer something other than another draconequus to be able to beat him honestly.  
Especially since now the others would have to deal with that one, basically the issues would be just transferred to that one.

IDW was the only crew that gives another answer, another draconequus to defeat Discord, just explore draconequui culture to create OP antagonists that even Discord can’t challenge them.

And that’s the huge issue with him.  
He appears to be too OP due to reality-warping crap.  
It messes up the threats of other villains and also cheapens/messes up any victory against him due to he didn’t bring his A-game. Or for the villain’s case, he chose to not intervene.  
His power pisses me off due to(aside from the rainbow laser of doom), he can basically auto-win against you no matter how powerful you are due to he can “cheat” by warping reality. Like you would automatically lose to him with a literal snap of his fingers, no ifs ands or buts. They should have explored more on his magic’s weaknesses and what it CAN’T do, ways Discord can be truly defeated fair and square even if he is in full power without needing a rainbow laser(aka dues ex machina) or out-right magic nullification(like Chrysalis’s throne) to do so.

And it kind of messes up whatever victory against him due to they only won due to he was practically not bringing his A-game with his arrogance.

Even after he keeps losing… against the princesses, the mane 6, Tirek… He’s got the most op power but the writer’s make him so darn stupid for the sake of plot.

He’s overconfident in his abilities. He fully believes that any issue he ran into could be solved if he just snapped his fingers. That’s pretty consistent with his character.
