Draining Chrysalis of her magic is to increase her hunger. Without the new method of feeding love that is very cruel, but if she turned around and get the new scource well… love hunger, is powerhunger for a changeling. If she is no longer hungry ALL THE TIME like Thorax stated it is to reason that she would lose her power hunger as well. (The only fucking species that can actually function in a communist state due to biology. Weird Little Bugs)

So your saying Cozy Glow, a literal child can not be safely reformed? What about the guy who can literally bend space and time and has betrayed Twilight twice? No, if Starlight, Discord, Luna, Stygian and according to you Chrysalis and Tirek can be reformed, deserve to be reformed without keeping them in stone then that filly does as well.

If Chrysalis, Tirek, and Cozy Glow tried to reform, I don’t think anyone would believe them. Cozy Glow already put up some facade in season 8, so it’s obvious she would be planning something if they gave her a chance. Tirek shouldn’t be allowed to stay in Equestria because if he reached level 3, he’d betray everyone and reveal his redemption was a lie. It’s better off to send him home with Scorpan. Chrysalis hates friendship so much (views it as some kind of cancer + common cold) so she wouldn’t even want to pretend.
 
All of them are still redeemable, but only because none of them did anything evil enough to be as evil as G1 Tirek (a villain that actually was pure evil and deserved to die). Of the three villains, Chrysalis is by far the most evil, but in this case, would be the most honest in terms of reforming, and the one most likely to not pretend to be reformed only to betray everyone. Instead, she would end up in a fit of rage, blaming the ponies for infecting her with the “friendship disease”. Tirek and Cozy Glow on the other hand would not be trusted enough to get reformed.
 
Chrysalis used to have everything. One day she and her changelings were finding new places to feed off love, and a changeling found out about Equestria and told her, and they planned an invasion. Later on, when she kidnapped everyone, her authoritarian fascist dictatorship lost a debate against a former communist dictator (The Left was right). Rather than accept the new ways of the changelings, Chrysalis was so upset about her defeat and vowed to get revenge on Starlight (but her revenge wasn’t even as bad as she promised). Chrysalis had lost everything: her home, her family, and even her sanity. She began talking to lumps of wood and developed anger issues. She became a complete mess. Of the three villains, Chrysalis, despite being more evil than Tirek and Cozy Glow, is the villain that most deserves redemption. Release her and then temporarily drain her magic until she is rehabilitated and ready to return to the hive so she can rule alongside Thorax.
 
Tirek was betrayed by his brother Scorpan, and in my opinion, he’s the least of three evils in the legion of doom. His own dad, King Vorak, probably never gave a shit about him, and Tirek was probably just trying to please him by draining other people’s magic. So now we know Tirek actually did care about his family, although he does hate Scorpan for betraying him. If Scorpan returned to Equestria to bring Tirek back home with him, then Tirek can be redeemed.
 
Nobody knows what happened to Cozy Glow because nobody bothered to ask her about her past. Maybe they can partially release her to where only her head is free and everything else is still stone. That way, she can talk to Twilight or Starlight without moving or being a threat. They can ask Cozy about her backstory, and if convinced, release her. Here’s what I think happened:
 
Cozy Glow’s parents died from a drug overdose when she was just an infant (Flurry Heart’s age during the events of S7). With no family, Cozy was sent to the only orphanage in Equestria, located in Canterlot. Being the only non-unicorn at the time, all the other fillies bullied and teased her, and the orphanage master physically and mentally abused her (starving her, forcing her to do all the work so the unicorn fillies can play, daily beatings for the fun of it). Cozy would run off during several occasions, usually to the library, where she learned a lot of what she knows today. She taught herself how to play Chess (explains her cutie mark), and nobody ever knew. Until one day the orphanage master found all the books she borrowed, and her chess set, and he burned them. This caused Cozy Glow to attempt suicide (which she failed).
 
The night before Cozy’s 10th birthday, she made a birthday wish. The next day, Cozy Glow was invited to join Twilight’s school of friendship. Knowing that this was an excellent opportunity to leave the orphanage, Cozy Glow went to the school, but was so traumatized by her past that she couldn’t tell anyone. Every night when she was in bed, someone could hear her crying about her terrible past.
 
One day during one of the classes, Cozy Glow learned about a centaur named Tirek, who also had a traumatic past involving his family. Cozy Glow decides to ask him for some advice and tells him everything. Tirek suggests that if she wants to stand up to the orphanage, she should take away what they value most: their magic. The two continued writing letters to eachother, and Cozy Glow starts to become very fucking evil.
 
Cozy never had a family who cared for her, until season 9. Cozy thought of Chrysalis and Tirek as the loving parents she never had, to distract her from her traumatic experiences.
 
Twilight: “I kinda have to feel sorry for Cozy Glow, after all she’s been through, and she just wanted to feel accepted.”  
Me: “Yes, but after everything she’s done, I think she deserved it.”  
Twilight: “You think it’s fair that she’s been turned to stone?”  
Me: “I don’t think it’s enough of a punishment.”

We know that Chrysalis can be weakened if her magic or essence is drained. That might be a good first step upon releasing her, to remove any risk.

they’re all attached to the same podium so youd have to break off the one you want to unstone first and hope you dont crack anything important. Even then, magic inhibitors would need to be in place and they’d need to be restrained first before you can even start to unstone them

Having Chrysalis around anyone’s rehabilitation, but her own just seems like a bad idea and Tirek is a one-man army. Putting them all together just doesn’t sound smart.

The other 2 try to break out of prison while one was being reformed. You can reform them all at the same time but they’ll always be watched by the princesses, main 6, and probably just about anyone with a weapon that wants to see them changed for for the better and doesn’t want another end of the world thing going again

Considering how this show is designed to be about Redemption, having a possible redemption arc for these three is not off the table entirely: with a being like Nightmare Moon being considered to be the ultimate evil for the last 1000 years, how Tempest Shadow was willing to doom her own people to a lifetime of slavery and handing over the powers of her goddesses to a monster bent on world domination just to get back her Magic instead of simply asking the rulers to restore her horn, and how Starlight Glimmers’ tainted worldview managed to unknowingly accrue what could be considered the single-largest body count across several alternate timelines: and how all three of them were able to become redeemed after Twilight managed to reach out to them in understanding why they were doing what they did.
