I can imagine Cozy Glow would have secretly admired Starlight’s past as dictator of her town if she ever learned about that of her.  
As for Cozy interacting with S5 starlight, starlight might see herself’s troubled childhood like to Cozy’s a bit.

Those two could’ve been good foils. And Cozy could’ve convinced Starlight to use the school to drain the magic of Equestria so everyone and everything could be equal.
