Except francium has a half-life of 22 minutes and can only be produced a few thousand atoms at a time with a particle accelerator, so good luck even attempting that (just use another alkali metal, like sodium or potassium, instead).
So dropping chunks of francium into the sea of another country is a blatant act of terrorism and declaration of war

Cesium is more reactive than francium. I just saw it in Youtube.
So, it won’t explode?
Also, fun fact: francium is the second element that got named after France, after gallium (which coincidentally is also connected with the name of its discoverer, Paul-Émile Lecoq de Boisbaudran — “coq” meaning “rooster” in French, which is also the country’s national animal because of the Latin pun between “Gallia” and “gallus”).
