Discord’s was the worst of them all. First off, there have been several instances where Discord’s redemption status should have been revoked (Season 4 premiere and finale, and Season 9 finale). Second, ever since his redemption he has became nothing but an annoyance to everyone, especially Starlight in A Matter of Principals. Even if Discord got some character development, it was all ruined by the finale when he encouraged four villains to take over equestria. Discord should have been turned back to stone at the end of Season 4.

No it’s not, at least not with Chrysalis. Tirek is probably the most redeemable of the three because he was the least evil, had the smallest role in coming up with plans, and was the only one to help Twilight at one point. Chrysalis is irredeemable and chose to lose her hive and be turned to stone. She never cared about her subjects, she just wanted an army to control. Even if Pharynx got the changelings to defend themselves, Chrysalis wouldn’t give a shit because they still wouldn’t kill Twilight or Starlight or feed off love. Pony culture isn’t the disease, friendship is. Besides, Chrysalis was technically the leader of the three (fluttershy referred to them as “Chrysalis and the others”), and was the most evil of the three (and quite possibly of the entire series), so she deserves the worst punishment. Send Tirek and Cozy Glow back to Tartarus, and Chrysalis to somewhere much worse (like an actual hell).

And just about every redemption in the show is a badly written one. Starlight had a weak backstory and should not have returned after the events of The Cutie Remark. Stygian’s redemption was just the result of a long debate on whether or not he should be reformed. Caballeron’s wasn’t as bad as Garble or Auizhotl, but they should have made him and Daring Do temporary allies instead of becoming co-authors. I think this show would have been better if every villain except Luna and possibly Trixie was violently executed offscreen (you know, for kids).
 
Garble’s punishment for attempting to burn down equestria: being forced to hug every dragon he sees without revealing why. This was the weakest punishment in the entire show.

We never learned what happened to Cozy Glow but whatever it was she probably deserved it. Nothing can make up for what she did.
 
Nobody, not even Hasbro, would ever give a shit about devil filly and her parents if she even had any. Considering the fandom was sick and tired of reformed villains throughout the years, and Cozy Glow not having a backstory, along with her sharing a final episode with Chrysalis and Tirek (two other irredeemable villains), turning Cozy to stone was the only logical option.
 
Discord was the right person to choose the punishment of the legion of doom because he basically wrote all of season 9 (it would not have existed without him) and he should finish what he wrote. A writer creates a villain and has the villain do whatever it is they do, and you’re saying they shouldn’t be allowed to choose the punishment? It’s their story not yours. In this case, Discord had every right to choose Cozy Glow’s fate, and he chose well. If Disney writers killed off Scar or Judge Frollo, do you tell them “wait a minute everything he did was your idea you shouldn’t get to choose”? I bet you don’t.

No this was what Sawtooth Waves said. I don’t agree with any of his reforming villains because none of the villains can be reformed.
 
Chrysalis does not care about changeling culture. She just wanted an army that she could control and friendship is definitely a disease to her. Cozy Glow and Diamond Tiara are two different ponies with different backstories. Whereas Diamond Tiara was raised by elitist parents, Cozy Glow just chose to be evil for the sake of it. Her cutie mark does not represent motivation, only manipulation, so she’s supposed to be a villain. Discord was probably joking when he said Tirek would never be able to please King Vorak. Tirek probably just steals magic for the sake of it and doesn’t care to please anybody. All three villains are irredeemable and they all deserved to be turned to stone forever. The Last Problem confirmed that the three are never freed from stone and remain imprisoned forever, never to reform.

Every one of these villains had terrible plans that were going to fall apart:
 
Cozy Glow’s plan was to remove all magic from Equestria and sending it to another realm. If this succeeded she wouldn’t have had any magic and would have been unable to take over Equestria even with her “friends” and everyone would die, leaving her all alone. What she SHOULD have done was find Grogar’s bell and use it to absorb all the magic she drained and keep it all to herself so now she has all the power in Equestria and can enslave everyone.
 
King Sombra was pretty much doomed to fail from the start even though he did take over all of Equestria and destroyed the elements of harmony, achieving more than the other three combined and he didn’t even need Grogar’s bell to do it. He failed because he had the chance to kill Twilight after destroying the elements but allowed her to survive. This is why they always lose.
 
Chrysalis and her legion of doom had enough magic to take over Equestria and even took Discord’s magic and the magic of the princesses, yet somehow they were unable to get anything done and still lost. Once again Cozy Glow could have killed the mane six right then ending any chance of defeat for them. Considering that Tirek didn’t get any magic at all and Chrysalis only got a small amount (enough to defeat Starlight), we can conclude that the real Grogar would have been the absolute weakest villain in the entire show (weaker than Celestia).
 
None of the villains can be reformed either.
 
King Sombra is different from his IDW counterpart. This isn’t the comics, and the Siege of the Crystal Empire arc isn’t canon. Even if Radiant Hope existed, it’s likely she never met King Sombra because she was left to die after Grogar absorbed her magic with his bell (as seen in the picture from The Ending of the End, part 1).
 
A recent theory about Pharynx being the key to reform Chrysalis is invalid because Chrysalis never gave a shit about her hive. She just wanted an army to control and needed to feed off love to make them stronger. She didn’t care about sharing love because she wanted to make the ponies suffer by stealing their love, and making ponies suffer would not have worked if Thorax had his way. Chrysalis is borderline pure evil and irredeemable. In fact, she’s the most evil villain in the entire show.
 
Cozy Glow cannot be reformed either because she cannot be trusted to be reformed. If she was given a chance to reform, she would act reformed only to come up with another evil plan and end up pretending to be reformed. I don’t care how young she is. She deserved her punishment. She deserved to rot in tartarus and later being turned to stone. Age is not an excuse to get away with anything and neither is disability. If anything, Cozy Glow is probably the least deserving of a second chance of all the villains in MLP history. She is irredeemable and it does not matter what her backstory was. A villain like her is so evil that she deserved to suffer no matter what she’s been through and we should not feel sorry for anything that happened to her. If she burned in hell. We should celebrate, for we should enjoy seeing her suffer, for it is what she deserves. Diamond Tiara and Cozy Glow are different ponies and the former cannot reform the latter. Cozy Glow is the literal spawn of satan. Diamond Tiara was just a school bully who happened to be raised by an elitist family.
 
Tirek is probably the least evil unreformed villain in the series since he questioned Cozy Glow’s and Chrysalis’s plans thinking of them as too extreme or madness. He was also the only unreformed villain to have actually helped the Mane Six at one point. For these reasons he’s probably the most deserving of the three of a second chance, but should it have happened? No, because Scorpan never made an appearance in the series. He was either dead or had no interest in reforming his brother.
