Oh, with the right cards, all three can win the game. Cruel Celebrant turns the -3 into a free, infinitely repeatable drain effect. Even the 0 can be broken, either by turning Ditzy into a creature and using Crackdown Construct or bringing in Carth and Kasmina to get an arbitrarily large Fractal.
It’s Best Pony. Of course she’s a lethal joke character.
Thing is, that plus ability could actually be huge with the right cards, like Theros’ Inspired creatures or enchantments that look for creatures that are tapping (I know there’s one that specifically says “tapped and not attacking,” but I can’t remember which one).
Legendary Planeswalker — Ditzy
+2: Untap any number of target tapped creatures, then tap them.
0: You may activate one of Ditzy, the Recursive’s loyalty abilities once this turn as though none of its loyalty abilities had been activated this turn.
-3: Create a token that’s a copy of Ditzy. (The copy is still legendary.)
