Both affect the oceans, just at different degrees of magnitude, but the moon has more of an effect despite being less massive because it’s so close compared to the sun. I think you’re technically right in saying that the sun controls the timing of the tides, but I think it would be more accurate to say the Earth’s rotation is what controls the timing (when it rotates toward the sun, that part of the ocean bulges ever-so-slightly toward it).
Of course, all of this gets more confusing anyway when you think about Celestia “raising” the sun every day and trying to reconcile that with a spherical “Earth” that orbits it. But the argument does make sense on a surface level. It’s all just gravity. If the sun were closer, it would have more of an effect on the tides, and if she can move the sun around in the sky she could adjust them accordingly.

The Sun controls the timing of the tides: high tide and low tide occur around the same time every day.
The Moon controls their size: strong spring tides occur during New and Full Moons, weak neap tides during the quarters.

Yeah I knew this one would be less readable. I probably should have used text bubbles and put them over top of the drawing, but I did make sure to somewhat indicate what is next with vertical positioning (top to bottom & left to right, like a book). I also didn’t want to make the image unnecessarily large by putting it all above them.
