I don't think those are mutually exclusive. Rule 63's tag aliases all imply that it refers to changing a character's *gender,* and gender and sex are not the same thing. Changing a character from a cis female to a trans male is, in fact, changing their gender from female to male, thus, the "transgender" and "Rule 63" tags should *both* be present, especially if the trans male character looks particularly masculine and thus is probably what people are looking for with the Rule 63 tag anyway.

I will not, however, police the tags. Figure that out yourselves.
