I think the rule is that
hooves = sentient
no hooves = just an animal
I still remember the “you could have just aaaaasked” of that sheep before AJ slam-closed the fence door. XD
They only have Ponies Enslaving Talking Animals but they don’t do much action

No it’s pretty simple.
-Livestock (Bovines, Sheep, etc.) are sapient. I assume they provide their services to ponies in exchange for being able to have somewhere to stay. (wow, that’s incredibly racist now that I think about it. Could be good fanfic fuel though)
-Mules/Donkeys may have equal status to ponies, but prefer living among their own kind.
The general rule seems to be if an animal has hooves or is livestock, they’re intelligent.
if it is then this is like putting someone in a cage if not then its a zoo…

well some animals in the show are animals, non sentient while others…ye, its odd.
