Non-standard facial expressions could just come down to the storyboarder’s individual style. The storyboard sketches tend to be exaggerated to begin with, and the more extreme an expression is (or the more it deviates from the pre-existing Flash assets), the more that boarder’s style shows through in the animation stage.
