According to the description in the source, it’s actually a Beechcraft Baron.
 
Also, you wouldn’t necessarily need to be instrument rated to fly one, but I think I’m just getting nitpicky at this point since I’m pretty sure most pilots get their instrument ratings before their multi-engine ratings anyway.
 
Also also, I recently realized that the artist is British, so I guess Rainbow Dash was flying the whole time regardless.

Flying a small aircraft is actually not that hard, it’s the landing and take off bits that are a challenge. Assuming it is just a recreational outing there is no particular reason a reasonably mature child couldn’t perform some basic maneuvering under the supervision of a licensed pilot.
 
Actually back in the 90s before they changed the law a number of grossly fame seeking parents actually had 10 year olds and shit “flying” planes across the country and such.

My impression was that this was just Rainbow Dash taking Scootaloo for a rider in her own personal plane.
 
And if this is flight instruction, then high wing vs. low wing doesn’t matter as much as the fact that they should be in a single engine plane.
