The thing about bust size on models is that it can change with the times, the type of fashion, or with the tastes of the one running the show. For example, would you say that Victoria’s Secret models are flat? What of a designer that likes to make plunging necklines? Then there’s plus sized models. It’s a complex thing.

Fluttershy has been a model as a pony.  
All ponies are basically the same in the show, with just some exceptions. And, moreover, mares don’t have crothboobs, so of course this argument only applies to anthro/humanized characters.

The argument isn’t really that solid on Fluttershy, as opposed to Rainbow Dash.
 
Models, especially those assosiaciated with grace, tend to much less busty than people think. That is a solid strike against the argument, as much as the poster wants to deny it here.
 
The fact that Flutters actually was thin and lanky is also not that easily refuted.
 
 
With that said, “Hootershy” is not an impossibility, except for a few cases(and that more Breast to waist ratio than anything).

While I am not an expert in biology I find some of the biological arguments presented here to be a bit suspect, specifically the reason given for Rainbow Dash’s more aggressive personality and the stuff about bigger breasts being more beneficial for a baby. Plus the stuff about how Fluttershy is the most “feminine” is problematic as well, as what is “feminine” isn’t really defined. There are many traits that may be described as “feminine” with expectations varying from culture to culture, and even within the culture in which this show is produced the different characters have different “feminine” traits in different degrees, thus identifying any one as the most “feminine” makes arbitrary decisions as to which traits are the most important. As well the argument is extremely dismissive of any opposing viewpoints, which is a red fag reasoning-wise.
 
With that being said I will admit to what may be seen as stereotypes in our culture which hold certain viewpoints about people’s figures and personalities, which is what seems to actually be on display here. And I’ll admit to preferring larger-breasted depictions of Fluttershy and smaller-breasted depictions of Rainbow Dash, as I’m not exactly immune to the stereotypical view of how characters with such attributes should appear.
 
Oh, and the way the text is arranged makes it very hard to read. Seriously, even if you’re just posting an image from an archive you could do some basic editing for readability. Even MS Paint could do the job in a few minutes.

Because the dictionary just says “characterized by elegance or beauty of form, manner, movement, or speech; elegant: a graceful dancer; a graceful reply.”
 
I assume for now that you mean elegance of movement and form, since none of the others make any sense in this context.  
And I can see how big breasts would inhibit someone from particularly athletic movement. But movement doesn’t need Olympian speed to be elegant. All movement needs to be elegant is balance, control and flow. And maybe some dignity.
 
To describe elegant, the dictionary uses words like: “tastefully fine or luxurious”, “refined and dignified”.
 
I suppose I can see how big breasts might take away something from one’s elegance of appearance, since big breasts conveys sexiness, and sex is pretty disassociated with refinement and dignity.

Wouldn’t emphasis on her demure and graceful appearance indicate a smaller, petite stature? I’ve literally never heard anyone refer to a woman with big breasts as particularly graceful (even the ones who deserved it).
 
Oh, but I’m only making silly straw-man arguments now, right? I forgot, anyone who isn’t 100% on board is dumb.
