The artists headcanon states they were created by grogar:
 
After the fall of Tambelon and Grogars banishment Starswirl made his way to the remains of the fortress of Tambelon. Not much of it was left. The greater part of the dark structure was banished to the void along site Grogar and what was left of his Army.  
The entrance to the dungeons were still intact, and so were most of the hidden hallways deep under the ground of the Bad Lands. Behind dark oak-wood doors he found them. They were the size of foals but the lower bodies were like that of a fish At first he thought they were Shoobadoo, or commonly known as Seaponies, but Starswirl soon came to realize they were not. they were something new, another one of Grogars foul creations. He should have got rid of them right there, but as he saw them there alone and with nothing to live or hope for he could not do it. He lead them out of the dungeons and took care of them.  
If he only had know what his pity would lead to in later years.

I read a thread on fimfiction where someone thought they might be the seapony equivalent to alicorns. You know, bigger, more horsish build, greater magical powers like flying and hypnosis than normal seapony singing and swimming.

When thinking about the picture books of the sirens harassing ponies with their songs, I always wondered just how that was supposed to work…  
If the sirens in their natural form need to stay in water and breath through their gills, then they could use their magic projections that we saw in the end of the movie.  
But being stuck in the water and relying on magic singing holograms could be awkward.  
But I guess the idea is that, they sing to sentient creatures to absorb power from them. The more they sing, the more power, and then more access to diverse magic? Like flying around outside of the ocean? The equivalent of the cloud walking spell for ocean dwellers?

Sigh.

Flying around if the pictures in Twilight’s book and their ethereal forms in RR’s climax are anything to go off of, they can do this. Which means adorable and hilarious hijinks can ensue.

So… Is Starswirl underwater or are the sirens flying around up on dry land?
