I like to think Celestia is calm and demure because she carries around this unimaginable power that overthrows some of her senses and doesn’t let her hold back when she uses it. If some poor soul has done some unforgivable act that threatens her people, before this form of Celestia, Goddess of the Sun’s prescence, you burn to a crisp, in minutes fields are ruined and scorched earth, in mere hours, the atmosphere burns above her, destroying all life on this world, save her. Celestia’s trump card to protect that which she holds dear is the ultimate double edged sword.  
She has to constantly hold back the power of the Sun as it’s use risks that it was intended to protect.
