I like to think it’s a dare and she’s just a bit shy about being nude in front of others, but is more comfortable in private.
I’m assuming that you meant “lost a bet”, which could be a possibility. Must have been quite an unusual bet for Fluttershy of all people to take task to, much less actually lose one. For some reason, I can’t help but think that she’s the sort that you would never play poker against. Just my opinion.
Second one: bullying–she’s grown up, but then again, grown ups can be bullied like kids can. It’s all about power, but I don’t think that she’s being bullied here.
What about a lot bet?

Yeah, it’s a possibility. Her friends may have decided to start her off with something mild, rather than a bad scare, or something so terrible as talking to people.
It could also be a dare, you never know. I mean, she’s not bothering to cover herself up, so that suggests that on some level she feels the urge to bare her nude self like this.
My opinion: A good old-fashioned prank. And yes, I’m aware that Fluttershy isn’t one to be into pranks. But then again there is always a first time for everything.
