She’s not the best at the native language of the place she’s supposed to be on tour in, and tickets weren’t selling very well. The company she made her idol contract with decided that to up ticket sales that she should join a maid cafe. Of course, the contract they gave her was in a language that she couldn’t read completely, but given her headstrong nature, she signed it anyways.
 
Thus, the consent in this is…dubious. She did technically sign that she consented, but…didn’t quite understand that she was. She could technically get out if she wanted, but she’d probably also be out a job as well.

It may have been a weird scenario but it looked interesting for what I understood from the story.

Its exploitation in that she reluctantly agrees to it, but she could always just up and leave and break the contract terms and face whatever penalty it had if she really didn’t want any of it.
 
Idk, it was a strange scenario and the commissioner was really confusing about the exact classification of it all.
