In this continuity, Fiddlesticks taught Tatzl how to talk, hence the accent. I would think that normal Tatzlponies don’t feel the need to talk much, but this Tatzl feels it’s easier to connect with other ponies if she does.

I didn’t know Tatzljack could speak English, let alone had a southern accent…
Seems odd

Edit: I always saw her as one of those characters that understand English and react to it, but not actually speak.
