@KozumoJi I will grant you that. However, a few counterarguments.
  1. Armys are unable to conceal troop movement, and therefore intelligence regarding another nation’s army would have reached the indigenous military leaders.
  2. War had not been declared, so even assuming that an army was operating inside of the nation, it would either have been covertly, which cannot happen due to rule 1, or with the permission of the indigenous military, which given the fearmongering is also highly unlikely.
  3. Any army would have had to operate as though they were behind enemy lines, which runs such risks as spreading forces too thin, being subjected to guerrilla warfare tactics and attacks as well as pincer and isolationing attacks. And that isn’t even getting into supply chain systems and their respective vulnerabilities.
No, a more reasonable explanation would have been that these four are either the Queen’s former bodyguards who are being sent to seize and capture the criminal ex-royal, or a special ops squadron that specialize in VIP captures and abductions.

I wonder how four barely armoured, weaponless and flightless pegasus could count as an army. They would be more fit as training dummies.

Eugenics must’ve hit Equestria pretty hard if four soldiers is considered an army. I’m pretty sure they don’t even qualify as a platoon. A squadron, at most.
