Clarification on when to upload free art packs

Rule #1 states  

 
Now, I understand fully well that this applies to paid packs, whether they’re a fixed price, or PWYW schemes. Am I correct in assuming that a similar thing would go for completely free packs, as well? i.e. don’t post the contents of the pack for a week after release.
 
Or does this not apply at all, and free art packs can be uploaded as soon as they’re released?

Correct. If it’s a free pack, a “tip jar” pack, or a PWYW that accepts $0.00, please wait one week before uploading it here.

You may want to rewrite the rules then, because they don’t specify anything about what to do for a 100% free pack. And i’ve gotten the all clear from the organizer of the pack (For Fun or forfun41) to upload this as well as the halloween and holiday packs last year that were 100% free.
 
As it is now, it only specifies PWYW or free versions of paid packs, not a 100% free pack.

Just wanted to pop in and say that the pack participants and I took a vote and decided to allow early posting of pack content

If the pack coordinator/manager is ok with it, then it’s ok to post early. We mostly have that rule to help whoever’s running the pack control how it’s distributed.
