just simple suggestion in regards to down voting/following

look im getting down votes not a lot but its a recurring theme. But i also have people fallowing me as i can see that 5 people are watching my tag. Lets be real no one is using the honor system or filters. We can’t see who is fallowing/watching our tags. We can’t see who down votes our stuff or who up votes it.
 
I have been having 12 down votes consistently on my work for along time. I feel that those 5 who are watching my tag have something to do with it. (though i could be wrong) But it hurts it tells me that a small group of people are down voting work to maintain some standard of quality. (this is not good, as many people that left from tumbler might post their work and their art might not meet “those” peoples standards, but giving time encouragement they can will produce great works.)
 
Now i have seen that the site does have low quality tag. but i feel that some people fallow that too for purpose of discouraging people from starting the art path. (as again the work might not meet “those” peoples standards)
 
however here is a suggestion. Because if you don’t like the quality of the work don’t fallow and filter the artist.  
dislike an artists work 3 or 5 times and that artist is put on your filter. (automatically)  
We can see who votes on our work. That would allow us to catch people who reset their filter.  
I also believe that we should remove the down vote feature for anons. (because “those” people will try and cheat this system.)

Setting a fixed number creates an issue of scale - downvoting 5 images from an artist who has 20 means you downvoted 25% of their works, which can be significant. Downvoting 5 images from an artist who has 1000 means you downvoted half a percent of their work, which is nothing.

You need to have an account for voting. Guest users cannot vote.
 
If you suspect someone / a few people are mass-downvoting your images, you can report an image and ask the staff to take a look at it. Though it’s also worth noting that if someone is mass-downvoting a specific tag/query, or if they’re using multiple accounts to downvote the same images multiple times, the site is able to detect that and automatically flag it for staff review.

About suggestion. Not gonna happen. I personally may downvote 10 works and upvote 30 works by the same artist (hypothetically), and obviously I don’t want to filter whole artist tag. Users should control their filters by themselves. After all, you need one single click to filter a tag.
 

 
Account already required to vote. Allowing to see who and how voting on images will cause too much drama.
 
If downvotes bother you so much, it’s better to just ignore them.  
EDIT: As Joey said, you may also report, if discriminating downvoting really happens, we taking care of them.
