Maud would obliterate Big Mac and Bulk Biceps at the same time.
 
Including magic users, however, I have:
 
  1. Discord  
  2. Celestia  
  3. Luna  
  4. Starlight  
  5. Twilight  
  6. Cadence
     
    Reasoning:  
  • Discord is unbeatable without the Elements. Only Tirek overpowered him, but that was AFTER absorbing a bunch of magic. Tirek without external magic isn’t that strong.  
  • Celestia > Luna. Elder sibling privilege.  
  • Starlight is a magical prodigy. Beyond that, she is super cunning in battle. I’d favor her over Twilight in a death battle.

For a filly that’s pretty strong. If she was an adult, and this scaled, then maybe she’d be the strongest, sure.
 
But contemporarily, Big Macintosh is stronger than that, since he can drag a house without bracing against the ground.
 

 
But no, Maud Pie is still the strongest.
