What?
It was a lore hook invented by the writers on Fallout 3. Namely for Point Lookout that proposes that a clique of pre-war billionaires and scientists concluded that the apocalypse was inevitable and the best way to beat it was time, so they contrived ways to personally achieve immortality through hijacking biological-robotics research, cryogenics, early ghoulinfication, life support, and so on. Their hopes being to outlast not only the apocalypse but each other. It directly informs the whole plot of Point Lookout. In interviews and behind the scenes documentary material they discussed The Great Game as being a potential hook the series could move forward on and connect East and West, or even if not become a toy for fans to play with.
The Show remembers it exists and makes it a [clumsy] feature of the plot. But so far every bit of discourse of da d33p lor3 has forgotten about it. And to be fair so has Bethesda. Besides New Vegas with House, the remnants of The Great Game mostly exist as precedent that pre-war characters can continue existing and live through the apocalypse so long as they are sufficiently wealthy (The Cabots, that one ghoul mob boss locked away in his own bunker just vibing)
