Let’s just, for a moment, assume that the history as told by Celestia is true. Let’s assume that she had no other option than to banish her only sister to the moon.
 
Why then, did she not make her sister into a big deal with the populace? Why did she let her own sister, who she always knew was just corrupted by an evil force, fall into legend as an evil being? The holiday based on the banishment shouldn’t have been about the evil of Nightmare Moon. It should have been about weeping for the lost royal sister who was overcome by a force she couldn’t resist.

We’ve seen almost nothing of her actual political duties. Not once does she truly rule Equestria. Everything else is done by the Mane 6 or Cadance and her trusty yet useless sidekick Shining Armor.

Politicians have to be underhanded and creepy.
 
I like to think the only time she ever felt genuine love for someone was when she was raising Spike. Of course that was temporary and she refocused to political motives.

Why not tell Twilight what she was trying to do? Yeah, modesty, bla bla bla. But couldn’t she have said “I am training you for greater things”? Or at least something?  
Seems kinda sneaky to me.

I actually enjoy the fact that the Season 3 finale confirmed Celestia has been manipulating Twilight all her life. One of the few things that the episode got right. It adds some depth to Celestia and makes her seem like a more credible politician.

To be fair, that’s probably to her credit. Celestia isn’t exactly as motherly as she lets on when you think about how she is.

Celestia’s been running a country singlehanded for a millennium. You don’t hold a position of power for anywhere near that long without being good at manipulating people, regardless of how hard the setting tries to be a sugarbowl.

You just stated two things I have never noticed before.  
First, OH MY GOSH, the Crystal Empire ain’t an empire at all! HOW DID I NEVER NOTICE THAT.  
Second, OH MY GOSH, Cadance totally IS Celestia! All she needs is to grow a few feet and a motherly tone in her voice and she’s EXACTLY THE SAME.

I imagine Sombra called it an Empire because he’s a ragging douchebag. It just kinda stuck.

The “empire” is just a city. And I would’ve preferred a separate personality from Celestia.

The novel also gives her some decent characterization, being what is essentially a mother to the entire empire and knowing every citizen by name.

Entertaining and occasionally endearing comic relief characters with unique designs that can’t seem to stay out of trouble?
 
Maybe if Sugar and Spice were in the show instead….
