Phew, that’s a huge relief.  
I never cared for how downvotes worked, it always seemed wonky imo. If there was any reason, no matter how petty, for something to be disliked… it’d have a bunch of downvotes. Not indicative of quality at all.

As I’ve stated elsewhere, the system is not final and things will change. What’s pretty much set in stone is the default behaviour for the downvote button will hide the image.
