The reason why they were “guaranteed couple” was because fanbase back then shipped them almost religiously. At the beginning they were just random ponies, just like Derpy was a random animation error.

The reason they only hinted is because them confirming a same-sex couple on anything but the final episode would’ve resulted in some pretty bad stuff for the future of the show (Which is a moot point for the final episode). I mean, since about Season 4 it’s been painfully obvious the staff counted them as a guaranteed couple.
