It looks like Squirk, an evil Cthuloid-whatever thing from G1 that tried to drown the ponies.
I like to think that when the Doctor saw Grogar return he decided to take out some of the other G1 villain before they could cause any more trouble.

Yep. I really cannot help but wonder if it’s a Boe reference since you can see a mane on top of the body or it’s just some weird octopus experiment but this is Ahhhh.
