In 1969, faking the moon landing would have been more expensive and more impossible than simply going to the moon. Also, an astronomical number of NASA employees would have to keep their mouths shut. And that’d be easier said than done.

We don’t know how magic would effect the cost analysis.
As expensive as the fuel to maintain the partial orbit would be, I doubt it’d compare to the cost of regular supply shipments to the moon.
At what point does it become cheaper to just set up a room on the actual moon?
I guess you’d need a house in partial orbit for that.
I’d think the reduced gravity thing would be the most expensive part.
