Then again, we never see Scootaloo make any attempt to fly with her adult body. Plus we never saw Bulk Biceps as a foal - he could have been in a similar predicament growing up, being much older than Scootaloo when he first flew (my headcanon for him is that his love of lifting stems from the extensive strength training it took to get him flying).
 
And as for the writers: after “Growing Up is Hard to Do” first aired, there was a tweet confirming the obvious intent behind Scootaloo’s adult form, but including the line “Fans are welcome to interpret things how they like”. I interpret that to mean “We’re trying to have it both ways” — that is, satisfy both the fans that were hoping that she’d eventually fly and the ones who were holding her up as a role model for people with disabilities. Though they could just as easily have done that by letting her get a hang glider or something.

  1. Bulk Biceps is by no means a great flyer, but he is still able to fly despite having a far less advantageous wing-to-body ratio than Scootaloo.
     
  2. Close to all the other pegasus fillies have the same wing-to-body ratio that Scootaloo does for nearly the entire show and fly no issue.
     
  3. Scootaloo is unable to fly despite generating what is for her age intense wing power, using her scooter to easily tow a cart carrying Apple Bloom and Sweetie Belle.
     
  4. When Tirek drains the magic from the pegasi, they become incapable of flight despite staying otherwise the same.
     
    We see that when she is older her wings are the same size. I would speculate that it is not her wing size that causes her flying problems, but an underlying magical handicap causes both her flying problems and her wings to not grow beyond the size of a filly’s. But hey, we are surely thinking about this more carefully than the writers ever did.

A cute and sweet idea, but to me her problem looked more like underdeveloped wing bones rather than underdeveloped feathers.
