I was wondering if there was going to be an episode with this in it what would it be about

The only two things that ever bugged me about this animation were:
 
Scootaloo’s neck isn’t wide enough. (It doesn’t stretch far enough to the left.)
 
The left speaker on my computer won’t play audio, meaning half the song gets lost.
 
Counter-argument, Sugar, Spice, Everything nice.

This utterly made my day.

Her dinky wings probably have the power and thrust (part talent, part as a result of towing two other fillies in cart) to lift her in the air, but like Greenjack says, her upstroke essentially is her undoing.
 
My expansion upon it is that Scoots uses both her upstroke and downstroke to keep a constant and steady momentum when using her scooter. Combined with the fact that her wings essentially buzz, and that both upstrokes and downstrokes are pushing out equal force, and the result is an incredibly smooth ride (paving permitting) with steady yet quick acceleration.
 
When it comes to flight, however, she should be off-setting all her power into only the downstroke, and then relaxing her wings on the upstroke so that they bend and not catch any air before giving another strong beat. What she is actually doing is keeping her wings dead straight ALL THE TIME, which means her wings are pushing air in both motions, so as soon as her downstroke pushes her upward, her upstroke pushes her downward.

the front of that wagon must be polished like a mirror with how scoots’ tail is brushing against it constantly

my theory is that using her scooter has made her wings’ upstroke stronger than her downstroke so that when she tries to fly she actually pushes herself down more than pushing up

So Scoots can’t fly but can propel herself and a wagon laden with two fillies her same size.
