More or less this. REmake 2 kinda already was incorporated oing a few of RE 3's unique/distinguishing features (gun powder mixing and especially the "Pursuer" boss entity). This had an unfortunate effect of REmake 3 feeling like it rehashed REmake 2 when it did those things despite them supposed to be 3's thing, _*especially_* since Nemesis being short scripted encounters everytime past the first while Mr. X being freeroaming means 2 did 3's biggest shtick better.


 
Also doesn't help that REmake 3 also removed several things from the original. Some minor things like entire ammo types to removing entire levels (the aforementioned clocktower, but also the more iconic street sections were de-emphasized).


 
Oh and it also removed story branching and "Live Selection" choices. The former shuffled the story around and opened up exclusive paths and entire sections of a level. This removal really curbed replay value. The "Live Selection" feature gave you a options to pick in rare moments - mostly choosing whether you'll avoid an encounter with Nemesis entirely or get a free "down" on him if you choose to fight him (Nemesis had to be "downed" twice or he'd just get back up and pursue you. And since subduing him makes him drop valuable high-end items or weapons there was a real incentive to try your luck).
