I have a question about what this is saying:
[bq]

>
Should downvoting images that a user possesses a hide or spoiler filter for (beyond rating tags) be restricted?[/bq]

Is this asking if the user's current filter affects the image being downvoted, or if the user has a filter that hides/spoilers the image in general? It's an important distinction and one that could change my answer.

**EDIT** According to mods in IRC, this question is talking about the **active filter.**
Reason: Got clarification
