After searching high and low you find that two people fit the bill, Shoga the swordsmith and Sef who was a renowned swordsman.
 
Retainer: The Sword Demon or the legendary Swordsmith… Both are excellent choices, although will they even be willing to train you?

Lachlan: “the worst they can say is no… i will try my luck with Shoga, a warrior can wield a blade, but a smith understands it.”

You find the old dragon hard at work as you ask for his guidance. He refuses as his training is easily used for personal gain. Besides he looks one away from being chair bound.
 
He does tell you that he can still a weapon for you if you any special materials however.
