This might be where some of your confusion is. Derpibooru distinguishes anthro
from semi-anthro
as 2 completely separate classifications.
Use this for anthros without actual human features. For anthros with them, use
anthro instead.

The arm hoof
tag is specifically for anthro
only. It has nothing to do with shoulders or arms, but rather indicates where there are hooves instead of hands. And since all semi-anthro character animals with hooves already have them, the added distinction would be pointless.
Semi-anthro
is simple and rather straightforward; if the character is the animal in every way while standing upright “naturally” (i.e. not
bipedal
), it is semi-anthro. And you can absolutely have visible shoulders on semi-anthro and even bipedal.
Anthro
is where it starts getting a little complicated and requires a number of subset tags to distinguish them (such as arm hoof
)… and I actually know people who are absolutely disgusted by / attracted to one type of anthro, but not another.
