damn, that's harsh. who knows? this could lead to a life lesson never seen before on the show. But knowing how "infant" the show is and after seeing Shining Armor and almost every single guard not over reacting with the "law enforcement" i think flash could be serious but not an oppressor (unless he was part of the NCR...) the Royal Guard as a whole is not oppressing at all, they're there to protect and serve, not to involve laws forcing everyone to obey it.
